Data Entry Module

MARS Budget

New Module: MARS Budget Upload for Adjustments/Transfers (Available 01/2014)
New functionality was added in MARS Data Entry to create a file for uploading MARS Adjustment and Transfer Budgets to CBS to create BOP entries.

The user must be assigned the MARS Budget role to use this module to create a file for the FMC Budget records.

New Budget Records will need to be created for each Transfer/Adjustment upload. For the Budget records, to include in the upload file, "Include in FMC BOP Upload" flag must be checked. No specific flag is needed on the Allowance Advice side.

To create a file, the users need to go to the MARS FMC BOP File Generation Module by selecting Budget - MARS BOP File Generation (Adjs/Transfers). On the screen, the users need to enter selection criteria, check the appropriate BOP Upload Type (Initial, Adjustment or Transfer) and specify Data Roll-up Options (Project and Task, Project or Program). Adjustments/Transfers need to match the Initial plan in CBS.

New Feature on the Budget Form: Duplicate Budget Record with Details (Available 01/2014)
New functionality was added in MARS Data Entry to allow the users to copy the entire record, with detail records. The system will create and display duplicate Budget record (Parent and Detail records). The new record will be already saved into the MARS database as MEMO. The original Budget record number will be added to the end of the Reason filed of the new record.

MARS Projections

Enhancements for the NWS Premium Pay Processing for MARS Labor Projections (Available 12/2013)
New shift types added: Shift RFC.

NWS Shift flags have been added to the Personnel Report 35 (display and selection criteria).

MARS NFC Labor Notification e-mail update (Available 10/2013)
Added Separation Date to the MARS NFC Labor Notification e-mail for the employees who no longer works for NOAA.

MARS Reports

MARS DE Reports User Guide posted on-line (Available 06/2014)
Users Guide explains what reports are available, which reports to use to support different business tasks, provides sample layouts, etc.

Reporting and Querying

MARS DARRP / CDRM
The DARRP Cost Documentation and Reporting Module (CDRM) has been rebuilt in MARS Reporting & Querying. The project involved the development of the following components:

• Interactive features for data selection and validation

Variance Reporting (April 2014)

• Displayed the correct title on the report for the Plan selected.

• Removed ARRA from the reporting but retain the ARRA history.

MARS Labor and Four Digit Reports (February 2015)

• Updated the MARS Labor Report and the Four Digit Object Class reports, so that they will work accurately for NWS now that NWS is charging directly to the Internal Fund.

NOAA Table of Organization (May 2014)

• Fixed the following issue occurring only in Firefox: the last value in the drop down list is not showing up. As a result, it was not possible to add or update a billet with that org code.

• Fixed an IE9 formatting issue on a cascading prompt with the "Add Billet" Program and the "Edit Billet" Programs.

MARS Portal Menus (July 2014)

• Fixed the following issue: The menus in MARS Portal are not active with IE10 when the compatibility is not enabled.

• Added the class "Measures - Flex Commitment Annual" to the universe, embedding the "Commitment Source" prompt to allow the users to track year-end adjustments made on the commitments.

• Current and Cumulative Year-End Data

1. Data as of last MARS refresh for the current year (includes year-end adjustments).

2. This prompt value gives current data for the current year.

3. For previous year, this prompt value will reflect all the adjustments made on commitments after year-end for that previous fiscal year.

• Month-End Snapshot

1. Data as of the end of the selected Month/Year.

2. Before the end of the current Month/Year, this prompt value will give data as of last MARS refresh for the given month.

3. September Monthly snapshots are generated as September month-end and do not include year-end adjustments.

• Reports with the annual Commitment or Annual Encumbrance measure will prompt the users with the Commitment Source prompt
